Arabic Abstract
هدفت هذه الدراسة إلى مناقشة تقييم فاعلية إدارة الصيانة في وزارة الكهرباء و الماء الكويتية، و الكشف عن واقع أقسام إدارة الصيانة الهندسية في وزارة الكهرباء و الماء في دولة الكويت و بخاصة قسم معدات إطفاء الحريق و قسم صيانة المحولات، و محاولة التعرف على الأنظمة المستخدمة في إدارة الصيانة الهندسية في القسمين المذكورين، و أهم المعوقات التي تواجهها من وجهة نظر مدراء المشاريع و رؤساء الأقسام و المدراء في دولة الكويت، و اقتراح الحلول المناسبة لذلك.
لقد تم اعتماد منهجية مراجعة الأدب النظري، بالإضافة إلى تصميم استبانه و التي احتوت على مجموعة من الفقرات التي تنتمي إلى مجالات محددة تم بناؤها في ضوء الدراسة السابقة و أن هذه الاستبانة قد ساعدت على فهم عملية تقييم فاعلية إدارة الصيانة و ذلك من خلال تحليل البيانات و التي جمعت من الإجابات على الأسئلة ذات الصلة بالدراسة و قد اشتملت عينة الدراسة على جميع مدراء المشاريع و رؤساء الأقسام في وزارة الكهرباء و الماء الكويتية في قسم معدات إطفاء الحريق و قسم صيانة المحولات.
و قد تم استخدام برنامج الرزم الإحصائية (spss) في إدخال البيانات و تحليلها، و من أهم النتائج التي توصلت إليها هذه الدراسة، أن هناك مؤشرات ايجابية في كثير من الجوانب المتعلقة بإجراء عمليات الصيانة، و إن هناك قصور في مجالات منها أنظمة المراقبة و التقييم للأجهزة المستخدمة.
تأهيل و تطوير العاملين في إدارة الصيانة، و عدم جدية أقل في متابعة عقود الصيانة التي تجريها وزارة الكهرباء و الماء في الكويت و أن هذه القصور قد تؤدي إلى ضعف مستوى جودة أعمال الصيانة على المستوى البعيد.
و إما بخصوص التوصيات التي خرجت بها هذه الدراسة فإنها تكمن في ضرورة وضع خطط فعالة و قابلة للتطبيق، العمل على تطبيق التعليمات المتعلقة بالعطاءات لمشاريع الصيانة و أيضا تفعيل الأنظمة المستخدمة في عمليات الصيانة لكي تتم عمليات تقييم كفاءة إدارة عمليات الصيانة الهندسية في وزارة الكهرباء و الماء الكويتية.
English Abstract
The main aim of this study is to discuss the effectiveness of maintenance Management in Electricity and Water Minister in Kuwait and it looks into the reality of the maintenance management at the Ministry of Electricity and Water Kuwait, Especially, in Fire Equipments Department and Transformers maintenance department.
An attempt will be made to identify the systems that are used in the engineering maintenance management in the mentioned sections.
And the most important constraints that face these systems from the perspective of project managers and department heads in Kuwait.
A appropriate solution will also be suggested for it.
In this study, the methodology of literature review were carried out, additionally, questioner were designed that contains group of paragraphs that belong to specific areas that was built according to previous studies.
This questionnaire helped in understanding the efficiency of maintenance management according to the data that were collected from the analysis of the answers related to the study.
The study sample included: all project managers and heads of departments in the Electricity and Water Minister in Kuwait in Fire Equipments Department and Transformers maintenance department.
The program (SPSS) was used in analyzing and entering data.
The analyses indicate that there are positive signs in many aspects that are concerned to the procedures of maintenance process.
And there is weakness in areas such as Monitoring and evaluation systems that are used, Rehabilitation and development of workers in maintenance management, Lack of seriousness in following up maintenance contracts that is carried out by The Ministry of Water and Electricity in Kuwait.
This weakness may lead to weakness in the quality of maintenance works.
As for the recommendations that came out of this study.
It showed the importance of planning and scheduling for efficient and applicable plans to work on procedures related to the projects of maintenance.
Activating the used systems in maintenance process to complete the evaluation process for the efficiency of maintenance Management in Electricity and Water Minister in Kuwait.
