Arabic Abstract

في هذا البحث تم دراسة واقع إدارة الإنتاج و علاقته بتقنيات القرار، من أجل التعرف على أهم المعوقات و العقبات التي تواجه إحدى أهم القطاعات في الكويت و هو قطاع الإنتاج و علاقة القرار الصائب بتطوير الإنتاج المعتمد على نظريات الإدارة الحديثة من وجهة نظر مدراء المشاريع و المنشآت و المهندسين و العاملين في المنشآت المائية التابعة لوزارة الكهرباء و الماء الكويتية.

للإجابة عن أسئلة الدراسة و مناقشة نتائجها و عمل التوصيات اللازمة فقد تم اعتماد منهجية مراجع الأدب النظري بالإضافة إلى تصميم استبانة شملت (80) مستجيبا من مدراء المشاريع و المنشآت و المهندسين و الفنيين، حيث خلصت الدراسة إلى نتائج أهمها : أن هناك مؤشرات إيجابية في بعض الجوانب المتعلقة بإدارة عمليات الإنتاج و اتخاذ القرار لعمليات الإنتاج حيث بلغ المتوسط الحسابي (3.33) بانحراف معياري (0.36) و بدلالة إحصائية (0.00) لمجال العلاقة بين مسؤولي إدارة الإنتاج و الفعالية الإنتاجية، أما بالنسبة لمجال العلاقة بين الآلات المستخدمة في الإنتاج و العاملين و الإنتاجية بلغ المتوسط الحسابي (3.82) بانحراف معياري (0.48) بدلالة إحصائية (0.00)، أما فيما يتعلق بمجال الخزين الفائض من العملية الإنتاجية و علاقته بالفاعلية الإنتاجية بلغ المتوسط الحسابي (4.54) بانحراف معياري (0.58) و بدلالة إحصائية (0.00)، و أيضا أظهرت النتائج أن هناك قصور في أنظمة إدارة الإنتاج و اتخاذ القرار المناسب المعتمد على التقنيات الإدارية، حيث لا توجد خطط للتطوير و لا توجد برامج تدريب و تأهيل العاملين في الإدارة و لا توجد رؤى عملية و علمية للسيطرة على الخزين و هناك قصور في إدارة استخدام الأجهزة الإنتاجية.

و أيضا هناك قصور لدى المدراء في اعتماد نظريات إدارة الإنتاج و التقنيات المتبعة عالميا في هذا المجال.

و قد خرجت الدراسة بتوصيات عدة، من أهمها : يجب تعزيز أنظمة إدارة الإنتاج من حيث تبني خطط لتطوير و برامج لتدريب العاملين و أصحاب القرار و العمل على عقد ورشات من أجل التطوير و العمل على زيادة كفاءة اتخاذ القرار في مجالات الإنتاج المتعددة.

بحيث نزيد من فاعلية اللامركزية في اتخاذ القرار و القيام بصيانة دورية لمنشآت الإنتاج و استخدام أجهزة حديثة التي من شأنها زيادة كميات الإنتاج و تحسينه.

English Abstract

This research addresses the reality of production management and its relationship to the decision techniques in order to identify the most important obstacles that face one of the most important sectors in Kuwait which is the production sector and the relationship of the right decision in developing the production which is based on modern management theories from the perspective of projects managers, engineers and workers of the water installations owned to the Ministry of Electricity and Water in Kuwaiti .

In order to answer the questions , discuss the results of the study and give the recommendations, the researcher used the theoretical literature references.

A questionnaire has also been designed .

It contained about (80) respondents, including project managers, engineers and technicians".

The results of the study are: There are positive indicators in some aspects that are related to the Production management processes and making the decisions about the production processes in which the mean was (3.33) with a standard deviation of (0.36) and a statistical significance of ( 0.00) for the relationship between production management managers and the effectiveness of productivity.

As for the relationship between the tools that are used in the production process, workers and productivity, the mean was ( 3.82) with a standard deviation of ( 0.48 ) and a statistically significance at (0.00).

With regard to the field of surplus inventories from the production process and its relationship to the effectiveness of productivity, the mean was (4.54) with a standard deviation of (0.58) and a statistical significance of (0.00).

The results showed that there is weakness in the production management systems as well as a weakness in selecting the right decision based on the management techniques in which there are no development plans , no training programs for those working in the managerial positions and there are also weaknesses in the management of using production machines and also there is weakness among managers with regard to the adoption of the theory of Product Management and the technologies that are tracked globally in this field.

The study recommends the following: Systems of production management must be improved in terms of setting the development plans , designing programs for training the workers , the employers as well as the decisions makers , holding workshops for development , increasing the efficiency of making decisions in the various production fields so as to increase the effectiveness of decentralization of decision making as well as carrying out periodic maintenance for the production facilities and using the modern machines to raise the production and develop it.
