هدفت الدراسة الحالية إلى بناء نموذج للسـلوك الانتخابي الخـاص بدولـة الإمــــــارات العربيــــــة المتحــــــدة بنــــــاءا علــــــى الاستطلاع الميــــــداني لآراء المــواطنين الإمــاراتيين حــول مشــاركتهم فــي انتخابــات المجلــس الــوطني الاتحادي لعــام ٢٠١١م.
و لهــذه الغايــة فقــد تــم توزيــع استبيان خــاص بالدراســـة علـــى عينـــة عشـــوائية مـــن ١٨٠٠ مـــواطن و مواطنـــة.
و تـــم استخدام برنامج التحليل الإحصائي SPSS و توظيف أساليب التحليل الوصــــفي و تحليــــل التبــــاين الأحــــادي ANOVA و معــــاملات ارتباط بيرســــــون Pearson.
و كانــــــت تســـــــاؤلات الدراســــــة هــــــي : هـــــــل آراء المواطنين في انتخابات المجلس الوطني الاتحادي إيجابية أم سلبية ؟ و مـا هـي العوامـل ذات الأولويـة بالنسـبة للمـواطنين عنـد اختيـار مرشـحات السـلوك الانتخـابي للمـواطنين الإمـاراتيين ؟ و معين ؟ و ما هي محـدد قـد أظهـرت نتـائج التحليـل الإحصـائي َّ أن نمـوذج السـلوك الانتخـابي فـي المجتمـع الإمـاراتي يعتمـد بقـوة علـى أربعـة عوامـل رئيسـية هـي : الـوعي السياسي، و الثقافة الانتخابية للمـواطن، و طمـوح الناخـب بترشـيح نفسـه لعضــــوية المجلــــس الــــوطني فــــي المســــتقبل، و وجــــود علاقــــة معرفــــة شخصـية بـين الناخـب و المرشـح.
كمـا يتـأثر السـلوك الانتخابي بدرجـة أقــل بعوامــل أخــرى مثــل الشــعارات الانتخابيــة، و الوعــود الانتخابيــة، و حجــم الحملــة الانتخابيــة، و مــا يقولــه الآخــرون عــن المرشــح، و درجــة القرابـة مـع المرشـح، بالإضـافة إلـى عمـر المرشـح و الإمارة التـي جـاء منهـا.
و قـد أوصـت الدراسـة بضـرورة إجـراء المزيـد مـن الدراسـات علـى هذا الموضوع مـن أجـل الوصـول إلـى فهـم أعمـق للسـلوك الانتخـابي فـي الدولــة و أن تــتم الدراســات قبــل و بعــد عمليــة الاقتــراع.
بالإضــافة إلــى ضرورة التركيز على التواصل الانتخابي الإلكتروني و عدم الركـون إلـى الدعم القبلي للفوز في الانتخابات.
Abstract EN
Evaluating information systems success considered to be critical for organizational success.
However; there is no distinct way to conduct such evaluation, because; the most used theories and models depends on two different approaches, mainly; behavioral theories, and information based theories.Therefore, the evaluation process remains fuzzy and elusive.This study aims to review information systems success theories and models in order to compare and evaluate those theories and models, for the purpose of integrating the results with the perevious studies in this area, as well as to find out a unified model for evaluating information systems success.
To achieve these objectives, the current study reviews literature related to information systems success theories and models.
The most used theories and models are the theory of reasoned action, theory of planned behavior, technology acceptance model, Delone and Mclean model (D&M), Seddon Model.
After that a comparison between the testing results found in the literature were conducted to find out the most suitable theory.
The main finding of this study supports the Delone and Meleans Model (D&M), where this model can be considered to be the most practical model, because it provides a framework that can facilitate information systems evaluation process.
Furthermore; this model subdivides the measurements into six main groups; mainly system quality, information quality, service quality, use, user satisfaction, and net benefits.
In addition, this model takes into consideration the requirements of all parties that use information systems in the organization.
