Because many policies failed to achieve sustainable development at the local level, it has become imperative for the Algerian state to activate Local Participatory Management Approach, which requires the involvement of all actors in the local territory starting from private sector, civil society down to local citizen and that in the ; planning, execution and evaluation of local development projects so as to increase efficiency& effectiveness, then get out of the development dilemma
