Arabic Abstract

هدفت هذه الدراسة إلى الوقوف على طبيعة العلاقات الأمريكية الصينية بشكل خاص، و نتبع إشكالية هذه العلاقات تجاه منطقة الشرق الأوسط، في شتى المجالات الاقتصادية و السياسية و الأمنية، و في ضوء تطور الأوضاع في الشرق الأوسط بما ينعكس أيضا على العلاقات الأمريكية الصينية في مقابل موقف كل منهما تجاه قضايا منطقة الشرق الأوسط المختلفة.

و قد حاولت الدراسة الإجابة عن مجموعة من الأسئلة، و هي : ما هي أهم أسباب التعاون و مجالات الخلاف في العلاقات الأمريكية-الصينية؟ و ما هي أهم أسباب الخلاف في العلاقات الأمريكية-الصينية تجاه الشرق الأوسط؟ و ما هي التطورات في العلاقات الأمريكية-الصينية؟، و لتغطية موضوع الدراسة و الإجابة عن تساؤلاتها تم استخدام المنهج التاريخي و المنهج الوصفي التحليلي.

و توصلت الدراسة إلى أن العلاقات الصينية-الأمريكية كانت عرضة للتأثر بعدة عوامل أبرزها مدى الثقة بين البلدين، و خوف كل منهما من تقلب موازين القوى لصالح الآخر، إضافة إلى اختلاف نماذج الحكم بينهما، لكن البلدين حريصان على احتواء المنافسة لأنهما يدركان جيدا أن البديل هو الصراع، و كما توصلت الدراسة إلى إن المشكلات التي أثارتها كل من أمريكا و الصين خلال تعاملهما مع متغيرات الوضع في المنطقة العربية تنحصر أساسا في قدر من السلبية التي ميزت مواقفها ؛ لأنها تعاني بدبلوماسيتها من بعض التأخير في استغلال الفرص، كما أنها تتعامل –و اعتادت ذلك- مع الجهات الرسمية في الدول العربية، لذا لم تكن لديها قنوات كافية للتواصل مع المعارضة خاصة في بداية الأزمات.

English Abstract

This study aimed at identifying the nature of US-China relations, in particular, tracking problematic relations toward the Middle East, in various economic, political and security fields, and in the light of the evolving situation in the Middle East, reflected on the American-Chinese relations and each country 's position towards various Middle East issues.

The study tried to answer a series of questions, namely: What are the main reasons for cooperation and areas of disagreement in the US-China relations ,What are the most important reasons for the difference in US relations - Chinese toward the Middle East? What are the developments in the US - Chinese relations , and to cover the subject of the study and answer its questions, the study have used the historical method and descriptive analytical method.

The study found that - US-China relations were likely to be affected by several factors, most notably the extent of trust between the two countries, and fear from balance of power fluctuations for the benefit of the other, in addition to the difference in governance models between them, but the two countries are keen to contain the competition because they realize very well that the alternative is a conflict, The study also concluded that the problems raised by both America and China through their dealings with the situation in the Arab region variables confined mainly in the amount of the negativity that has characterized their positions; because of some delays in exploiting the opportunities in their diplomacy, as they deal - and used it - with the official authorities in Arab countries, so they were not having enough channels of communication with the opposition, especially in the beginning of the crisis.
