Abstract EN

According to the law of the federal budget of the state, the budget of the governorate is funded with (1) dollar for each produced barrel of crude oil, and (1) dollar for each refined barrel of oil in the refineries of Basrah, besides (1) dollar for each (150) cubic meter of natural gas produced.

All the petrodollar money is allocated for investment in the projects of the governorate after being transferred from the ministry of finance to the local government.

To guarantee the investment of these funds to achieve the purpose set for it and to overcome the administrative and financial problems caused by that investment, this research was conducted in order to put down a mechanism embodied by the governance of the resources at the petrodollar through the suggestion of a number of changes contribute in the achievement of the elements of governance to reach the administrative and the production satisfaction and to overcome the problems and to reduce the deviations that face that investment.
