Arabic Abstract
هدفت الدراسة إلى التعرف على أثر مؤشرات التنمية البشرية على معدلات الجريمة في الأردن في الفترة (1990-2013).
و من اجل تحقيق أهداف الدراسة، تم الاعتماد على البيانات الجاهز الصادر عن (منظمة الشفافية الدولية، البنك الدولي، و مديرية الأمن العام / إدارة التحقيقات الجنائية)، و اعتمدت الدراسة المنهج الوصفي التحليلي، و بهدف الإجابة عن أسئلة الدراسة تم استخدام أسلوب تحليل الانحدار المتعدد.
و قد توصلت الدراسة إلى عدد من النتائج أهمها : وجود اثر دال إحصائيا لمؤشرات التنمية البشرية بصور مجتمعة على المعدل العام للجريمة و معدل الجرائم الواقعة على الإنسان و الأموال و الانتحار و المخدرات و سرقة السيارات و جريمة القتل و الرشوة.
و عدم وجود أثر لمؤشرات التنمية البشرية بصور مجتمعة على معدل جرائم الفساد، و جرائم الاختلاس.
كما بينت النتائج وجود أثر لمؤشري التنمية بصور منفرد (دليل التنمية البشرية، نصيب الفرد من الناتج المحلي) على المعدل العام للجريمة، و وجود أثر لمؤشري (دليل التنمية البشرية، معدل العمر المتوقع) على الجرائم الواقعة على الأموال.
و كذلك وجود أثر لمؤشر دليل التنمية البشرية على (معدل جرائم الانتحار، و معدل جرائم المخدرات)، و وجود أثر لمؤشري (معدل العمر المتوقع، و معدل وفيات الأطفال الرضع) على معدل جرائم سرقة السيارات.
و قد توصلت الدراسة إلى جملة من التوصيات أهمها : ضرورة رفع معدلات النمو الاقتصادي لدورها الكبير في تحسين التعليم و الصحة و خفض معدلات الجريمة.
و ضرورة وضع الخطط التنموية التي تخفف من البطالة و الفقر و تستثمر طاقات الشباب العاطل عن العمل و طاقات الفقراء الإنتاجية للحد من الجريمة.
English Abstract
This study aimed at identifying the impact of human development indicators on crime rates in Jordan during the period (1990-2013).
In order to achieve the objectives of the study, the researcher relied on the readymade data from the (Transparency International, World Bank, and the Directorate of General Security - criminal investigation department).
The study used the descriptive analytical method.
In order to answer the questions of the study, multiple regression analysis was used.
The study concluded a number of results the most notably, there is a statistically significant impact for the human development indicators in total on the average rate of crime and the rate of crimes against human, money, suicide, drugs, car theft, murder and bribery.
There is no statistically significant impact for the human development indicators in total on the average rate of corruption crimes and burglary.
The results also showed that there is an impact of the development indices individually (Human Development Index, per capita gross domestic product) on the overall rate of crime, and there is an impact for the index of (Human Development Index, life expectancy) on crimes against money.
There is also an impact of the Human Development Index on (suicide crime rate, and the rate of drug offenses).
The results also showed that there is an impact for the indices of (life expectancy, and the rate of infant mortality) on the rate of car theft crimes.
The study concluded a number of recommendations, including: the need to raise economic growth rates due to their substantial role in improving education, health and reducing crime rates as well as the necessity of setting development plans in order to reduce unemployment and poverty, and invest the energies of unemployed youth and the potential productivity of the poor to reduce the rates of crime.
