The question of the role of the state and that of the market in the management of the economy does not enjoy of an agreement in points of sights, it is agreed that the governmental intervention of great scale and the omission of mechanisms of the market are inadmissible.

To that effect, what are the limits of the intervention of the state? What are the limits of mechanisms of the market? What is the octant of the action of markets without intervention? The recourse to mechanisms of the market does not exclude neither revoke and it is not opposed to the function of the state in the orientation of the economic activity, it that the state exerts and fulfils its function by the means and through mechanisms of market and not by administrative decisions and orders and this in collaboration with the active forces of the market.

Its role concerns the way how to fulfil the necessary conditions so that markets mechanisms can carry out their role to orient the economic activity with success.

Indeed, market does not act, only under the auspices of a strong and a vigorous state which establish and prescribe a general framework of the economic activity, determine and settle appropriate conditions to undertake this activity and keep it to exceed the limits of this framework.
