If the constitutional provision granted legislative power outweigh prevail, the application had been otherwise, as it topped the executive authority represented by the Prime Minister, which led to the occurrence of differences and reached a level of crisis between the two authorities, and this is why all the authority of them to the other accused of violating the constitution or disable its provisions
