Abstract EN

Blurred vision for most workers in the field of e-learning between the use of calculators as teaching and the concept of e-learning, as it is the first one means of using technology in education, while education is the e-learning environment integrated with the teacher and the curriculum and teaching method (Hypermedia , Interactive Multimedia and Multimedia ) .

The aims of this study is identify the requirements of e-learning in accordance with the international standards that are compatible with the requirements of the overall quality of education in Iraqi universities and institutes and measuring the availability of these requirements in the field of higher education in Iraq.

The community of the research consisted of Iraqi universities (governmental and public) and select a sample consisting of (240) lecturers, (4) public and (4) governmental universities.

Questionnaire form can be used as measurement representation consisted of (28) paragraph, the tests of validity and reliability as ready to apply on the basic sample.

After distributing the questionnaire to members of the research sample, and their answer for paragraphs and unloading answers and conducting statistical analyzes by using the weighted average formula and weight percentile researchers reached a series of conclusions from them that (4) paragraphs, to a large extent under the standard used in this research, As (17) paragraph a medium degree and (7) a few paragraphs on the degree and that you need to develop or deliver within a college education.

The researchers recommended establishment of a specialist e-learning center at the Ministry of Higher Education and Scientific Research interested in providing software needed to achieve this kind of education and follow-up counseling and keep up with developments in the world in this field.

The researchers suggested, conduct applied research in the field of e-learning aims to spread this kind of education in higher education institutions as a first stage followed by his uncles on all educational and training institutions
