Treaties were held among state lets in civilization of Mesopotamia in Arab homeland and neighbor states that are basics to build international relations as well as to put the customary rules and legal for this relation through that time.

Treaties were held for many and various reasons in various areas that are either war to spread peace between the parties or to hold a treaty for the sake of friendship and cooperation or for many other reasons as commercial and navigations.

The most likely negotiation leading up to the treaties as well as exchange the messages about this subject، or it had finished through international mediation and most of these cases of holding treaties was presented by kings or by judges in special celebration or some take a permission depending on their God’s through consulting them to hold treaties .

Treaties could not be signed in many cases despite drafted by the delegations but only after amendment or deletion clause of its provisions as well as defines the day which is the signing of a treaty in certain ceremonies had taken place.
