We studied in this article the most important observations that can be reflected on the Iraqi Consumer Protection Act No.

(1) for the year 2010, through the critical analysis and a comparison with the tow modem law in this context, namely the Qatari Consumer Protection Act No.

(8) for the year 2008 and the Lebanese Consumer Protection Act No.

(659) for the year 2005.

Our aim was to further contribute to reaching recommendations and proposals to the legislature in order to complete what stalking law of shortcomings and fit what streaked defects and leads him to strengthen the legal status of the consumer in Iraq, which has suffered and is suffering from practices asymmetrical by professionals, whether they are providers or advertisers for goods and services.

This article has focused on the study of the civil side, especially the scope of civil protection for the consumer in the Iraqi Consumer Act.

Which we have studied in two sections dedicated the first of essence of civil protection for the consumer and the parties of the consumer relationship and who is consider as a consumer or professional in accordance with the purposes of the law as well as to the subject of the consumer process and its comprehensiveness of goods and services, as well as the scope of the force of the Civil Protection, in the second section we explain the consumers Civil rights that stipulated in the law also the civil penalties imposed on a professional in the event of breach of these rights.

In the end we refer to the most important conclusions and proposals that we have reached through research.
