This study aimed at evaluating the training imparted to the Palestinian Municipality employees in the area of strategic planning.

Many training evaluation models and experiments were presented، through which a model was developed to serve the study objectives.

That is represented in the questionnaire as the tool of data collection of this study.

A representative sample of respondents evaluated the efficiency of this training as medium on all items.

Results of the study reveal that:there existed no appropriate planning for this training، the training material was the Strategic Planning Guide published by the Ministry of Local Government (MOLG).

With this in hand، more focus was paid on filling up the forms appearing in the Guide rather than focusing on the training as a function.

Results of the study revealed that: the duration of training deemed to be insufficient and its timing was inappropriate.

The training environment was not conducive.

Trainers’ performance was not that satisfactory.

The mentioned weaknesses were responsible for the inefficiency of this training.

The study recommended that: An independent body should be initiated to manage the training practices in the MOLG، Designing an integrated system of training in the MOLG، Conducting a TOT program for an eminent group of MOLG practitioners to qualify them serve as a training، consultancy and planning frame of reference، The weaknesses of this training should be resolved، Evaluation of the strategic plans should be performed to define its deficiencies which should be considered as training needs that should be met.

Trainers should be carefully selected on professional bases، and the training material should be tailored for the purposes of this training.
