The study aims to identify the common impediments which hinder women from practicing a leading role in Gaza ministry .
The researcher has applied the descriptive approach in order to be suitable for the study subject.
The study society has included all working people in the Ministries of Gaza, they have reached (32165) employees, (both males and females).
The study sample has reached (467) male and female employees, and (435) ones have responded.
This equals % 93.15 of the actual study sample.
In order to achieve the study goals, the researcher has designed questionnaire including (38) articles, distributed to (4) dimensions: (the social, administrative, personal, and legal impediments).
The researcher has used (SPSS) to analyze the responses of the sample.
By analyzing the responses of study sample, the study revealed the following results First: The impediments (social, administrative, personal, legal) have a direct impact with statistical significance at the 0.05 on the practice of female employees in the Ministries of Gaza for the leadership role.
Second: There are no statistically significant differences at the level of significance (0.05 ≥ α) , in the average degree of personnel working in ministries of Gaza for the obstacles that prevent women from practicing leadership role according to the variables of the study (sex ,age, social status, years of service, and academic qualification).
In the light of the conclusions of this study, the researcher has reached many of the recommendations including: 1.
Through the community reach meetings the Governments officials must clear the importance of woman's work in the administrative field and her support for the Governments work.
2 Training programs for the development of managerial and leadership skills for women, in order to raise the scientific and professional efficiency, which qualifies them to occupy leadership positions.
