Abstract EN

This study deals with an important controlling foundation which is one of the Othman state institutions.

It is "AL- Hisba" institution.

This study gains its importance from two sides: First, it is a study about a religious institution that has its own origins and legitimate rules found by legality scripts.

Second, the role of this controlling system in the markets and to stop playing in people's food and means of living.

Applying the rules and judgments of this institution and activating its role in the Islamic markets achieves security and justice to the people of the Muslim society.

The Othman State achieved in many of its rules and legislations the intended legalities of this institution.

This is a great effect in controlling the markets, monitoring them and seizing the behavior of the dealers in them.
