Abstract EN

The key aim of the study is to throw spotlight on the nature of policing and the need for multi skilled leaders in security, administrative and technical areas.

Such leaders are needed to realize desired goals related to security strategic planning and to oversee, guide and follow up set security plans, and then asses such plans to ensure success of security institutions.

Study besides handling nature of policing, set forth internal environmental factors of police institutions; contemporary international changes and the new security concept in the light of such factors.

It also demonstrated the significance of preparation of second – grade security leaders, with a special focus on the concept, steps and fundamentals of preparation.

Study summed up with a host of findings, the most crucial of which is that policing is characterized with a special nature aiming to preserve security; public order and protect lives and properties.

Taking into consideration current international changes and their impact on policing nature, the study stressed the importance of preparation of second grade leaders to ensure sustainable success of security institutions in case of leaders replacement.

Second grade leaders, according the study should be selected as per specific yardsticks in compliance with strategies of police institution.

Study finally argued that encouraging innovation is a perquisite for the success of security institutions in the preparation of second grade leaders.
