Arabic Abstract

هدفت هذه الدراسة إلى قياس أثر النمو و المتغيرات المصاحبة ممثلة بـالناتج المحلي، عدد السكان، النفقات التطويرية، الأوضاع السياسية على التحول الهيكلي في القطاع الصناعي الفلسطيني خلال الفترة من (1996-2014).

و لتحقيق أغراض الدراسة استخدمت الباحثة المنهج الوصفي التحليلي، لتتبع تطور القطاع الصناعي و التعرف على أهم مؤشراته، كذلك استخدمت الباحثة المنهج القياسي، لتحميل و تفسير أهم المتغيرات المؤثرة على التحول الهيكلي في القطاع الصناعي الفلسطيني، من خلال برنامج .E-views 7 الإحصائي التحgيل و خلصت الدراسة القياسية إلى مجموعة من النتائج تمثلت في وجود عالقة طردية بين الناتج المحلي كمؤشر للنمو الاقتصادي، و حصة العمالة الصناعية، و هذا يتفق مع النظرية الاقتصادية عموما، في حين أظهرت النتائج وجود علاقة عكسية بين الناتج المحلي و كل من حصة الإنتاج الصناعي، و حصة الصادرات الصناعية، و هو ما يخالف النظرية الاقتصادية.

فسر ت المتغيرات المستقلة (2.25 %) من التغير الحاصل في حصة الإنتاج الصناعي، و (2.91 %) من التغير الحاصل في حصة العمالة الصناعية، و (3.36 %) من التغير الحاصل في حصة الصادرات الصناعية .بلغت مرونات التحول لحصة الإنتاج الصناعي بالنسبة للناتج المحلي (4.0)-بينما بلغت مرونة التحول لحصة العمالة الصناعية بالنسبة للناتج المحلي (33.0) في حين بلغت مرونة التحول لحصة الصادرات الصناعية بالنسبة للناتج المحلي (27.0) على النتائج التي تم التوصل إليها بناء فقد أوصت الدراسة بإعطاء الأولوية في أي خطة تنموية قادمة لقطاع الصناعة يهدف تحقيق مستويات تنموية أعلى، و ضرورة الاهتمام بالتعليم لرفع الكفاءة الإنتاجية لمعامل الصناعي و زيادة القدرة الإنتاجية، و تسهيل مهام المستثمرين تتلاءم و طبيعة القطاع الصناعي الفلسطيني، و أخيرا الفلسطينيين و الأجانب وفق قوانين و نشر التركيز على تحسين تنافسية المنتجات المصنعة في الاقتصاد الفلسطيني بهدف تحسين القدرة على تسويق المنتج المحلي و تحسين شروط التبادل التجاري مع العالم الخارجي

English Abstract

This study aims to measuring the impact of growth and associated changes represented by (Gross Domestic Product, population, development expenditure, and the political situation) on the structural transformation of the Palestinian industrial sector during the period (1996-2014).

To realize the objectives of this study, the researcher used the descriptive analytical approach to trace the development of the industrial sector and to identify its most important indicators.

The researcher also used the econometric approach to analyze and interpret the most important variables influencing the structural transformation of the Palestinian industrial sector through using the statistical analysis program E-views 7.

The econometric study concluded a number of valuable findings, the most important of which are the following: There is a positive correlation between the GDP as an indicator of economic growth and the share of industrial employment, which is in line with general economic theory.

The findings also show that there is an inverse relationship between the GDP and the share of industrial production, and the share of industrial exports which is contrary to economic theory.

The independent variables interpreted (25.2%) of the change in the share of industrial production, and (91.2%) of the change in the share of industrial employment, and (36.3%) of the change in the share of industrial exports.

The elasticity of transformation in the share of industrial production towards the GDP amounted to (-0.4), while the elasticity of transformation of the share of industrial employment towards the GDP amounted to (0.33).

The elasticity of transformation of the share of industrial exports towards the GDP amounted to (-0.27).

The study concluded a number of recommendations including: giving priority in any future development plan to the industrial sector in order to achieve higher levels of development.

It is necessity to focus on vocational education to increase production efficiency of industrial workers and to increase production capacity.

It is also important to facilitate the tasks of Palestinian and foreign investors according to the laws and regulations of the Palestinian industrial sector.

Finally efforts should be focused on improving competitive advantages of the local products to improve the capacity of marketing and improving the terms of trade to international markets.
