Abstract EN

The study aims at the analysis of the role of international law and national legislation in the reduction of disasters and crises, this is through clarifying the role of such legislation on the national and international,plus what it made by States,the international community, international organizations in a position to enact such laws, stand on the proportionality of the laws , the rules and principles of international response in disaster risks.which identify gaps filled by legislation in the activities and works of disaster risk reduction.In the end the researcher presented the study results, which were represented in the following: Disasters do not recognize political boundaries for that received international attention.
