نظرا لأهمية الاستثمار و دوره الرئيس في رخاء المجتمعات و إنعاش اقتصاد الدول و خصوصا النامية منها أولي الاستثمار اهتماما كبيرا، و فلسطين كونها دولة حديثة الولادة هي أيضا بأمس الحاجة الى تشجيع الاستثمار و تقديم التسهيلات للمستثمرين أفرادا كانوا أم مؤسسات، و لكن للأسف لم تكن النتائج بحجم التوقعات وبرغم كل المحاولات التي بذلتها السلطة الفلسطينية لخلق الأجواء الملائمة للاستثمار الأجنبي و من أهمها سن قانون تشجيع الاستثمار رقم (6) لعام 1995 و من ثم تم تعديل القانون إلى رقم (1) لسنة 1998، و قد حاول الباحث تبيان الواقع الفعلي لوضع الاستثمار الأجنبي في فلسطين مبينا أهم الأسباب التي أدت و تؤدي إلى هروب أصحاب رؤوس و تجنبهم الاستثمار في فلسطين حيث ظهر من خلال الدراسات و الأبحاث أن عدم الاستقرار السياسي و الاقتصادي هو من أهم معوقات الاستثمار الأجنبي في فلسطين.
Abstract EN
It is essential to highlight the importance of the investments and its major role in the prosperity of communities and revival of the economy especially in developing countries.
Palestine is a newly born state is extremely in need of the foreign investments،but unfortunately، the real situation was totally different from what is expected، despite of all the efforts given by the Palestinian Authority to attract foreign investments to Palestinian territories by issuing the Investment Promotion Law No.(6&1)، in 1995 and 1998.
The researcher tried to explore the real situation of foreign investments in Palestine، and to indicate the most important obstacles foreign investments in Palestine faced، mainly political and economic instability.
