This paper presents a systematic approach to assess the impact on (the) environment in terms of facilitating the negotiation process, the decision making and management of the geographical area for its sustainable development.

Given the importance of these studies, the flood risks suffered by the city of Jeddah in 2009 and 2011 were chosen as a case study, in view of its catastrophic consequences on the ecosystem in all its components, the multiplicity of risk variables that threatens it, and the complexity of its management process.
