Abstract EN

Several developed and advanced countries subside many public commodities and services so to protect society low-income categories of ascetical policy negative impacts, lessoning negative consequences of market-based economy and globalization.

Yemen adapted commodity and oil products subsidy policy following the union, achieved in ١٩٩٠, transforming country into free market economy.

Considering this as a social duty necessity required to protect needy and low- income categories.

Several years later, subsidy policy turned out not to serve purpose intended.

Instead subsidy policy greatly benefited un-entitled social category.

Besides subsidy policy poses huge burden on the public treasury resources; depleting foreign currency which it lacks tremendously; causing deficiency in several economic balances (public budget, payables balance).

Yemen initiated application of economic and financial reform in ١٩٩٥ supported by the International Monetary Bank & World Bank, by which the government committed to free-market pricing (exchange rate, commodities and services pricing)through two phases; economic stabilization phase & structural adjustment phase.

During the ٦-year planned for the program, pricing of exchange rate and basic commodities have been made free market-based pricing.

Oil products remained priced by the government though.

The government regarded this as responsibility and sort of support for poor categories.

When oil products globally raised in ٢٠٠٨, subsidy provided went up causing economic imbalance.

Consecutive governments were obliged to reprice oil products every now and then.

Oil products subsidy has presented concern for gvornments’ capabilities to balance social responsibilities and the need for financial resources necessary to undertake obligation as a state.
