Abstract EN

Residential areas in old cities suffer from aging and deterioration problems and inability to keep up with the rapid development in the service sectors and facilities.

These problems pushed a portion of their inhabitants to leave their areas and seek alternative resettlements in districts and cities with more convenient and modern vitality.

Over time, those areas were turned into the socalled dilapidated and slum areas with all social, security, economic, health and environmental concerns to the State and individuals.

The more this situation is left untreated, the more it is aggravated by increased cost of dealing with it.

Therefore, this paper aims to draw attention to innovative solutions to deal with the issue of affordable housing by adopting a strategy to rehabilitate old urban residential areas, taking into account that old residential areas conistitute approximately 60% of the size of urban area.

Housing assets in old urban areas are cultural property of a vast importance when compared to the size of the housing projects being developed lately.

As such, keeping this housing wealth contributes not only to strengthening social cohesion among the people of old districts, but also to reducing the pressure on the budgets devoted to the provision of housing by individual citizens and the State.

Moreover, many other problems are expected to be resolved in the dilapidated areas.

This research depends in gathering information on the literature review of previous research and studies.

The study also uses multiple methods of field photographic survey and interviews of residents at the sites of the studied locations.

In order to achieve the objective of the study, this research is comprised from two sections: (1) a theoretical background containing a review of the most important concepts and vocabulary of global and local nature and (2) a field study which includes analysis of three cases of rehabilitation of old residential districts in the cities of Tripoli and Ghdams in Libya and Al-Hassa region in Arabia's the Eastern Province of Saudi Arabia.

The paper concludes with general summary and recommendations.
