Cultural diversity of problems facing States anywhere, but the difference is in the quality of this diversity, management is good governance mechanisms have management that achieves social justice or invalid provision of all kinds, these controversies of the challenges facing States and requires making the right decisions, cultural diversity is a double edged sword, it can be used positively and are taking advantage of the differences and dedicate diversity as a means of coexistence and progress, or passive use until it becomes a way of strife and corruption..

Wealth is not achieved by peoples wishes, without a real awareness of the importance of cultural factors in the formation and continuation of wealth, which induce a Community law, without which no society will not be able to reach the threshold of sustainable development.

As well as the reality of cultural diversity in Iraq suffers from many problems threatening the State entity, and therefore there is a need to establish good governance and consolidate so you can manage this diversity.

Current research aims to study the phenomenon of cultural diversity and problematic management in transitional societies, which is described as a heterogeneous communities with a focus on Iraqi society.

Methodology of the research produced by relying on descriptive analytical presentation explaining what scientific concepts and concepts relevant to the subject of research and analysis of the quality of the relationship between variables and their causes and trends, and the various aspects that are trying to fathom phenomenon and stand up for what they are on the ground.

As reliance on comparative method in comparisons between the Iraqi model and some Arabic and international experiences with them too .

The study found a set of conclusions and proposals as ways to treat this phenomenon and utilized as a social force for peaceful coexistence and development service, by establishing the principles of the rule of law and good governance mechanisms and institutions.
