light of the growing need to meet the requirements of modern life and the productions of information and communication technologies, Algerian higher education institutions found themselves in front of only one option which is adopting electronic education as a kind of application of modern and effective technologies in education and that is aimed to decrease the shortcomings of supervision in one hand, and improve the quality of the training to match with the quality assurance requirements on the other hand.

Then, the introduction of new methods of training and education at the university include a new pedagogical procedure during the training pathway.

From this point the distance education national program was launched in the Algerian universities under the supervision of the Ministry of higher learning and scientific research (mesrs) aiming to integrate the specificities of electronic learning and extend it.
