Quality of education has become an important issue for the educational institutions seeking to raise the level of educational performance.

This research paper aims at identifying the effect of applying learning outcomes in achieving the quality of university education in Saudi Arabia.

The study is descriptive in nature and thus uses the descriptive approach in making a thorough literature review of relevant previous studies, reports, books and periodicals.

The study proceeds to discuss the concept of total quality management and its importance, benefits and requirements as applied in higher education institutions.

The study highlighted the quality of education required in several developed countries (like the United States and Britain) and compared it with the standards of the quality of education in the Kingdom of Saudi Arabia in order to achieve quality and excellence in higher education by focusing on the importance of the indicators of learning outcomes.

The results of the study show that training and education are among the basics in achieving Total Quality Management (TQM) in higher education.

They prepare employees at different organizational levels within the university intellectually and psychologically, to recognize the importance of achieving the practices of learning outcomes and implementing them in order to ensure the realization of total quality management.

In addition, the results of the study demonstrated a significant correlation between the overall quality of TQM requirements and the learning outcomes in universities.

The research made a set of recommendations that highlight the significance of applying learning outcomes in achieving the total quality of university education in Saudi Arabia.
