Abstract EN

The paper reviews the recent experience of Egypt in revisiting the essentials of development planning in a market oriented economy.

It is acknowledged that the development process is long-term and complex in nature and that the dynamics of expectations and realizations require occasional reconsideration of the modality of planning as a tool to achieve desired development goals.

In the case of Egypt such reconsideration is dictated by the need to take into account the changes that have taken place in the economic and social structures and the need to accord the regional dimension the importance it deserves.

Participatory planning is thought to be an approach that can engage all stake-holders (government, private sector, non-government organizations and civil society) in the process of planning with the government playing a coordination role.

Egypt's nascent experience in this respect is reviewed.

Similarly, the reasons for according regional planning a special priority are presented together with the details of how such an approach can be implemented in Egypt.
