Abstract EN

The paper argues that the international development goals can be understood as an embodiment of the emerging agreement that the overarching objective of development is the reduction of poverty.

Under such an understanding the paper proposes an analytical framework that enables the review of the most recent advances in development thought.

The framework indicates that changes in poverty have a growth component and a distribution component and as such advances in these two areas are reviewed.

As with other developing regions it is shown that more research needs to be done for a better understanding of the sources of growth in Arab countries, perhaps on the basis of case studies.

It is also shown that inequality reducing policies do not necessarily imply anti-growth stances and may need further research work.
