Abstract EN

The paper provides a brief review of the role of think tanks in public policy formulation and implementation in the United States as a reference model.

Following this, the paper evaluates the state of a sample of think tanks in the Arab countries, based on a recent compilation, from the perspective of the reference model and from that of their role in designing development policies and programs consistent with the international development goals.

Further, the paper estimates a production function for the output of these Arab think tanks in an attempt to explore the most important determinants of their output.

Research output is defined as per researcher citation of the think tank on the internet.

Overall, it is concluded that think tanks in the Arab countries are in an early stage of development and that there are a number of channels through which production efficiency can be improved.
