Abstract EN

The paper provides a preliminary evaluation of Sudan's research capacity by developing a set of indicators (head-count of researchers, qualifications, intensity of research output, and experience)and applying them to a number of research organizations in Sudan.

All of the research organizations belong to the government.

Trend growth equations for the various indicators for each research organization are estimated from the time of the establishment to 2001.

All results show that while the head-count indicator shows an increasing trend all quality related indicators record a declining trend.

The paper also explores the reasons behind the decline of the research capacity of the country and recommends a set of actions that can reverse these negative trends.
