Arabic Abstract

هدفت الدراسة إلى تبيان دور المنظمات غير الحكومية في الاستجابة لأزمة اللجوء السوري في الأردن من عام 2011 إلى عام 2014، وتبرز فرضية الدراسة في أن للمنظمات غير الحكومية دور بارز في الاستجابة لأزمة اللجوء السوري في الأردن منذ عام 2011 وحتى عام 2014.

تم اعتماد المنهج التاريخي في هذه الدراسة للوقوف على تطورات وآثار أزمة اللجوء السوري في الأردن وذلك من خلال مراجعة القرارات الدولية والمحلية التي اتخذت لغاية الاستجابة لأزمة اللجوء السوري وكذلك المنهج الوصفي التحليلي لتحليل تداعيات هذه الأزمة وهذا اللجوء ومعرفة دور المنظمات غير الحكومية في مواجهة هذه التداعيات.

وقد توصلت الدراسة إلى نتائج مفادها أن للمنظمات غير الحكومية والمؤسسات والهيئات الدولية التي تساعدها دورا مهما مكملا لدور الدولة وهي قادرة على تحقيق مطالب وأهداف المجتمع المضيف ومجتمع اللجوء من خلال سعيها للحقوق المدنية والاجتماعية للمواطنين.

وتوصي الدراسة بضرورة الاهتمام ودعم المنظمات غير الحكومية سواءا ماليا او غير مالي كي تستطيع هذه المنظمات القيام بدورها لمواجهة الأزمات المختلفة وكذلك توصي الدراسة بضرورة التعاون العملي الشامل واتخاذ التدابير اللازمة لبناء قدرات الدول الحاضنة التي تتعرض انظمة اللجوء فيها لخطر الضغط الشديد بسبب تدفق اعداد أكبر من طالبي اللجوء من سوريا وختاما ضرورة اقرار برامج اعادة التوطين لاستيعاب أعداد أكبر من اللاجئين القادمين من سوريا.

English Abstract

This study aimed to Illustrate the role of the nongovernmental organizations in the response for the Syrian refugees Crisis in Jordan from 2011-2014.

The study's hypothesis emerges from that the nongovernmental organizations had a role in the Syrian refugees' crisis response in Jordan since the year 2011-2014 The historical method has been used in this study to show the developments and the effects of the Syrian refugees crisis in Jordan, this is through reviewing the national, international and local resolutions which were issued for the purpose to response to the Syrian refugees crisis, also, the descriptive analytical method to analyze the consequences of this crisis and this resort to Jordan and to know the role of the non-governmental organizations in confronting these consequences.

The study results showed that the nongovernmental organizations and the international committees which support them has a complementary role with the government and they are able to reach the requests and the needs of the guest and refugee communities through their continued work to maintain human rights and social needs of people.

The study recommends more care to support nongovernmental organizations financially and none financially so that they can respond to the different crisises, as well as the study recommends more comprehensive coordination to build the capacity of the host countries to face continued influx of refugees from Syria as well as to improve asylum seeking to a third country
