Abstract EN

«Everyone has the right to seek a refuge in any other country and to enjoy the right of refuge from persecution» This is what the Article 16 from the First Paragraph of the Universal Declaration of Human Rights has brought and that which the International Community has followed in considering the refugee a person who must benefit from an International Protection; thereby it has required the Convention of the Protection of Refugees of 1951, which has been followed by 1967 Protocol relating to the refugees status; besides a various Regional Conventions with the growth of this phenomenon, and because of the need for a legal frame determined the Refuge landmarks, as regarded a real case that be available when its conditions and elements are provided, about a case that needed an identification ,a definition and an illustration in which framework the refugee falls within.
