The first thing sought by emerging countries, is to direct full attention to the rearing of their citizens and raise their awareness of, the good citizen is the real capital in the development process in all social, cultural, economic and political dimensions.

One indication of the emotional link to the homeland and its importance for humans, that the Koran was considered human ejected from their homes equivalent to murder helmed neighborhoods counter "If I wrote them to kill yourself or get out of your homes, what they did only a few of them if they did what they preach it was good them and more confirmation "(women, verse: 166) Koran and pointed to the output of the earth as a punishment and enjoined the spoilers where, clearly indicating the nation and its significance site for a human being and that the output from heavy ordered self "but a penalty who fight Allah and His Messenger and spread mischief on earth to be killed or crucified, or cut off their hands and feet from opposite or banished from the earth it for them shame in this world and theirs in the Hereafter a great punishment "(round, verse 33.) And the importance of this subject and its role in the reform chose this research, divided by the following: First topic: the definition of citizenship and the three demands, the first requirement: the language of citizenship, and the second requirement: Citizenship idiomatically, and the third: citizenship in the scientific and literary books.

The second topic: it was consolidating the concept of citizenship in the Koran and its interpretation, and citizenship in the Koran and the statement of the verses through the interpretation of the Koran.

The third section was in effect citizenship in educational reform and the two demands: first, establish the concept of citizenship of learners, either II: attributes of citizenship in the light of the Holy Quran and its role in the reform.
