Abstract EN

Jonnart’s reforms or the act of 4 February 1919 gave the Algerians the right to run in elections in the different municipal elected councils, financial commissions and general council.

In this way, for the city of Telemcen and its surroundings a list of names that meet the legal requirements is presented at the elections to represent Algerians.

Among these names were Taleb Abd Essalam from the city of Telmcen and M’hamed Ben Rahal from Nedroma who discussed the most important Algeria’s issues.

The conflict between urban population (L’ahder) and Kouloughlis appears and at the same time the power of the Zaouia in the support of some deputies from Telmcen.
