The aim of this study is to identify the overall factors that affected the level of services that provided for gifted students in the Kingdom of Bahrain, their roles and the way they are organized.

The study also aims to propose an integrated process to detect and identify gifted students in the Kingdom of Bahrain involving (schools, homes and the Gifted Students Center).

The study targeted directorate and centers which are under the umbrella of ministry of education that are implementing direct and indirect programs to the gifted students between (7) to (17) years old, The study based on essential sources in collection data such as: educational literature related to program models, searching in Arabic and international strategies and analyzing national documents related to gifted education.

The study followed the descriptive method through surveying jobs.

The study recommended a some of practical steps for the proper application of the national enrichment model "Palm" including applying it in the beginning on one selected province's schools (including all levels of education) and then generalizing it all over Bahrain in stages starting with Fourth graders.

After evaluation and feedback, the model would be generalized to Intermediate and Secondary schools and measure the impact of the application of the model to raise the level of professionalism for all teachers in public and private schools in the Kingdom of Bahrain.
