This research paper seeks to indicate how to use as a means of pressure enhancing complementarities economic protectionism and competitive through the analysis of bipolar (the European Union - Algerian economy) and the degree of impact and vulnerability among the parties thereto, the study concluded that the major industrial countries in spite of the weight of large economic blocs, but they used this as a means of facing the products of developing countries, as is the case between Algeria and the European Union study recommended the need for joint international action to avoid use of economic blocs as a pretext for protectionist policies or non-tariff trade measures anti-harm the interests of States outside the bloc
