The phenomenon of the migration of Iraqi competencies is an unusual phenomenon in recent decades.

Being a compulsory and not often voluntary one, it must be studied carefully.

In order to deal with this dangerous phenomenon on the present and future of Iraq, the research proposed a set of practical measures that the researcher considers necessary, firstly, to reduce the bleeding of the Iraqi qualified brains, and, secondly, to provide the moral and material temptations to bring them back to the country to contribute effectively in reconstruction.
