English Abstract
Water and waste water sector management in the Gaza strip is facing a challenge in operating and development the system.
This is due to deficient and unbalance in water supply-demand equation.
Available water resources are not meeting the population and economic needs.
The Palestinian water Authority report (PWA, 2006) refers that the extraction from coastal aquifer is almost twice the available recharge as the consequence; the overall water deficit is estimated at over 70 MCM / year Securing potable water for municipal use is becoming a heavy target on the Palestinian Water Authority and other relevant institutions.
Development of new water resources to reach 150 liter per capita needs more investments projects such as sea water desalination projects.
Since 1996, the water sector has been managed and operated by fragmented 16 municipalities and village councils spreading all over the Gaza Strip and it was neglected during the Israeli occupation era.
Through the soft loan from the World Bank at amount 25 $ US, PWA had singed a four years Management Contract (Gaza-I) with French water company Lyonnaise des Eaux (SUEZ) that aimed to improve the water quality, quantity, and upgrading the capacity building of the municipalities staff.
Due to the instability in political environment, the contract was expanded with addition cost through financial support from the world bank.
world Bank and PWA was agreed to create the Coastal Municipal Water Utility (CMWU) in the Gaza strip matching with the Water Law No.3 year 2002.
the In July 2005, the Gaza- II project has been launched for three years’ Service Contract operated by Austrian water company (INFRAMAN).
According to Water Law No.
3 year 2002, and the CMWU's By-Law of 2005, the main role of it is to work as a service provider through developing, managing, operating, and maintaining, water , waste water and storm water facilities in the Gaza strip while PWA is to work a regulator and policy -maker of the water sector.
The paper aims at review the progress in restructuring the water sector management and highlights the challenge of restructuring of the coastal municipalities water utility in the Gaza strip.
