The protocol related to the establishment of the PSCAU has integrated the enforcement of IHL.
The research focused on the foundations on which the Council carries out this task, and the methods that depend on it for their implementation through its inclusion in the agenda, in the context of its cooperation with the International Committee of the Red Cross (ICRC), and in the assumption of Responsibility to protect, in order to strengthen this role, we suggest : the inclusion of the provisions of IHL treaty in the regional instruments, the training and recruitment of qualified personnel in this field, and the establishment of a commission of IHL acting on in the early warning mechanism.

Le protocole relatif à l’établissement du CPSUA a intégré le rôle d’exécution des règles du DIH.
La recherche a porté sur les fondements sur lesquels le Conseil a mené cette tâche, ainsi que les méthodes qui en dépendent pour leur mise en oeuvre à travers leur intégration dans l’ordre du jour du Conseil, dans le contexte de sa coopération avec le Comité International de la Croix-Rouge (CICR), et dans la prise en charge de la responsabilité de protéger.
Afin de renforcer ce rôle, nous suggérons : l'inclusion des dispositions des traités du DIH dans les instruments régionaux, la formation et le recrutement du personnel qualifié dans ce domaine, et la mise en place d’une commission du DIH agissant dans le mécanisme d'alerte précoce.
