English Abstract

The problem of the research is summed up in the following two questions: What are the main features of the educational ideology of Japanese and Egyptian Higher Education system? And how to take advantage of ideological systems in building the perception of a proposal for an ideological analysis of the ideology of educational systems? The research aims to answer the questions through the investigation of the following suggestions: The introduction of Japanese educational ideology in higher education may help program planners and curriculum in higher education, local, and in building educational philosophy takes all the developments of educational and technical elements of the educational system, and exploring the steps and stages of the evolution of ideological education in Egypt may help planners in local higher education overtake the negatives and the failures that occurred by the piece system.

The research is determined by several limits, such as limits which follow the methodology, approach to the comparative analysis of the leader Kendell.

And the limits which trace the ideological global education: ideology, capitalism and Third World countries and borders follow the ideology of higher education: Japan and Egypt university education system and limits which follow the standards of comparative analysis of the university educational system ( philosophy and objectives, the organization of university education, educational policy, management of university education and funding, programs and courses, systems of student assessment and training of members of the university teaching staff) and the research found that the philosophy of the Japanese focused on innovation and how to prepare students for the future, while the philosophy Egyptians focused on the past and reality more than on the future diversification of methods of evaluation and the Japanese emphasis on competition, while the tradition of Calendar on the Egypt side and neglect of continuous assessment, that every system had a centralized management, but by the implementation side, there is great freedom in the Japanese side.

The Japanese side emphasized the need to support the teacher with the world of the work next to his academic work, where more than 60% of them join companies and factories, on the contrary to the Egyptian side, where Academic Service assures that it is not permissible for faculty members to be associated with any commercial, agricultural, etc.

The research suggests the need to adopt only one philosophy of Higher Education, giving greater freedom to the implementation of the university decisions, revising the curriculum provided, and allocating a bigger budget for scientific research
