The study aimed at formulate a comprehensive framework for the operations of measurement and evaluation at the University of shaqra, and building standards and indicators for the areas of measuring students, faculty and programs, colleges and baptisms, centers and departments body performance and standards, and in the framework of this strategy is the proposal to establish a center for measurement and evaluation at the University , and the pursuit of consolidation specialized competencies relevant scientific qualification and experience needed to perform the required his roles, and then disseminate the culture of measurement and evaluation at all levels of the university students and faculty members and officials, with rooting and the stability of its practice.

To achieve the aim of the study was to build scale (questionnaire) prepared by the researcher consists of four dimensions, which included the first dimension of the message and the values of Measurement and Evaluation Center, and included the second dimension on the vision and objectives of Measurement and Evaluation Center, and included the third dimension on the supervision of the Measurement and Evaluation Center, and included fourth dimension tasks sub – measurement and Evaluation centers in the colleges of the University , has formed the questionnaire (42) item, was to make sure the stability of the internal consistency of the scale using Cranach's alpha was (0.96), and to check the content validity of the study tool, and make sure that they serve the objectives of the study was presented to the group arbitrators of specialists professors.

The results of the study was shown a high degree perceptions of the leaders of the university agreement about the message and the values of the Center for Measurement and Evaluation at the University of shaqra, as well as the matter with respect to the vision and objectives of Measurement and Evaluation Center, and the supervision of the Measurement and Evaluation Center, and the tasks of sub-centers in each college.

The study recommended - in the light of the results of the study - to propose a center for measurement and evaluation at the University ,whose academic administrative center is supervised by certain administrative body which determines the message and values, and vision and objectives , and the Responsible for the management and supervision, and the tasks of sub-centers of measurement and evaluations in colleges.
