This study aims to formulate the strategic role of human resource development in view of the growing interest in investing in human resources and competencies, that are considered as one of the most important factors responsible for the organization's competitive advantage.

It focuses on analyzing the historical and conceptual dimension of human resources development.

It has reached the modern perspective of this function, which is based on training & development, organization development and career development.

The study also found that human resource development can play a strategic role in contributing to the formulation of the organization's strategy, participation in change management, training and development programs in strategic management, and ensuring that the training plans are linked to the strategic goals of the organization.
