Abstract EN

This study Provide perception of the issue of constitutional and institutional reform in Algeria as one of the entrances to the modernist reform of the state, which concidered as a strategic working through political systems to desine perceptions in order to repair the imbalances that result from deficiencies in the performance of public policy.

The study depends on institutional approach which open the anthro- political dimension through the presentation of the stages of the constitutional and institutional development in Algeria and , crystallized in a structural ideas by searching for the performance of the political and social actors as basics of any process reforming constitutional and institutional.
