Abstract EN

Culturalist and political approaches prevailed in academic spheres till the seventies of the last century in their study of political transformations taking place within southern world societies.

Since that the concept of civil society was absent in the debates concerned with the political transformations, the democratic transition and state of law building, it was then acceptable to find a concept such as the rentier paradigm limited to the study of the fundamental basis constructing totalitarian and authoritarian states on one hand, and giving explanations so as to demonstrate the causes laying behind the modernist development experience failure and finally the uncapacity of these states in avoiding dependency.

Hence, the rentier paradigm had given so little interest to civil society issue either in studies which dealt with the rentier state or the studies which dealt with the rentier economy.

Civil society issue was in fact absent in political theory till the deconstruction of eastern states depending on the soviet union, thus it was not an issue within democracy and state of law debates.
