The complexity of services ,activities and events provided by government departments and their importance to the citizens and institutions together, necessitated the need to transition to a method of electronic management through the use of tools and techniques of modern electronic provides the flexibility needed for administrative work, but the reality has proved that the idea of e-governance goes far beyond the concept of mechanization to the integration of data and information between various departments and used to guide the policies and procedures of the state towards achieving its objectives in response to variables successive internally and externally, which tried to Algeria achieved since the start of the process of transformation towards e-governance through "Project E-Algeria 2013", was seen in the light of this experience a number of changes notable public service-oriented citizens, in that it lays the foundation for the end of the traditional public administration in order to provide a lot of opportunities for rationalization of administrative central and local levels.

La complexité des services, des activités et des événements fournie par les ministères du gouvernement et leur importance pour les citoyens et les institutions ensemble, a nécessité la nécessité de passer à une méthode de gestion électronique grâce à l'utilisation d'outils et de techniques de électronique moderne offre la flexibilité nécessaire pour le travail administratif , mais la réalité a prouvé que l'idée de l'egouvernance va bien au-delà du concept de la mécanisation de l'intégration de données et d'informations entre les différents ministères et utilisé pour guider les politiques et procédures de l'État en vue d'atteindre ses objectifs en réponse aux variables successives interne et externe, qui a tenté en Algérie atteint depuis le début du processus de transformation vers e-gouvernance par "Projet E-Algérie 2013», a été vu à la lumière de cette expérience un certain nombre de modifications des citoyens orientées services publics notables, dans qu'il jette les bases pour la fin de l'administration publique traditionnelle afin de fournir un grand nombre de possibilités de rationalisation des niveaux administratifs centraux et locaux.
