This new electronic orientation leads to benefit more people from the advantages offered by the information technology by assuming that this process improves the ways data are treated, the work is managed and the objectives are attained.

In this context, electronic public management is considered as one of the new approaches of the enterprise managements which suffer more from the lack of the efficiency and the effectiveness.
