This study aimed to examine the repercussions of the political culture of the peoples of the Arab region and their political systems, in particular, and that the international system has witnessed since the beginning of the last decade of the last century, a group of variables, the greater the dangers that beset the cultures of nations and peoples because of the continuing imbalance which is going communication system of international and increased deepen under the IT revolution of communication and information, and the dominance of the West in this regard, with the reality of difference in the level of scientific and technological development, which reached these countries, in addition to so many factors that contributed to the absence of Arab political culture in laying the foundations of democracy and development, and from here, is the subject of academic subjects task, which raised over the past years, and put in terms of day it is becoming topical, especially in the midst of events and changes taking place in many Arab countries.
