Abstract EN

This study aims to determine the reality of the strategic planning of human resources in Algerian universities - field study at University of Biskra.

For that purpose, the researcher selected a random sample made up of (teaching staff, administrators and technicians).

Whereas the number of forms distributed was 100, which validity and reliability were confirmed.

We used the Statistical Package for Social Sciences (SPSS) to analyse the form’s data.

The study concluded that there is a vision, a philosophy and a strategy for strategic planning of human resources at the university subject of the study.

The study also recommended that the university administration should conduct a study and an analysis of the system of human resources in order to determine the strong points to exploit, and the weak points to avoid
