Abstract EN

One of the most important requirements for maintaining public money is the application of the principles of governance in public institutions and special funds supervised and monitored by the State through its various organs, and their impact on the reduction of corruption and abuse of public funds and to achieve development of society based on justice and equitably.

Therefore, this study aims to examine the level of application of the principles of governance in the work of the special funds, specifically those principles of direct relevance to good management and exploitation of public funds and of systems integrity, transparency and accountability.

Since these multiple funds with different purposes, there was confusion and ambiguity about their legal nature and the terms of the clerics that supervise and monitor them, so this study will first clarify the legal and institutional framework and the legal nature of these funds, and then define the criteria and indicators to examine the compliance three of them: the Municipal Development and Lending Fund (MDLF) and Loan Fund for Undergraduate in Palestine and Palestinian Alimony Fund with systems based the principles of integrity, transparency and accountability in their work, in order to show gaps in their in legal, institutional, administrative and financial systems,in preparation of the recommendations designed to enable them to build a strong system with integrity and accountability, to help their leadership and excellence in governance and the exercise of their work.
