The aim of this study is to present an objective critique to the assumption adopted by the classical theories of development that development initiates from a traditional agricultural sector.

In fact, these theories ignored the successful experience of the early Muslim Empire, which initiated a unique development model despite its lack of agricultural sector.In this regard, the study proposes “the integrated structures model" a model built around the development experience of the Islamic Empire in the absence of agriculture traditional sector.The Islamic state was founded in the middle of the desert of the Arabian Peninsula, around 500 AD, the state implemented " the integrated structures model ", and in less than 130 years, the state was able to build one of the Largest economic, political and military Empires in history, it expanded its borders to include the Arabian Peninsula, Egypt and North Africa, and later after the defeat of the Byzantine Empire in 636 expanded its boundaries to reach Syria, India, China, Spain, Eastern Europe, and Persian Empireby 650 AD.The Islamic Empire led by the Prophet Muhammad (peace be upon him) in an open economy, excelled in provision and construction of an economic bloc,based on unity of faith,and integrated various economic structures of the countries which have flocked under its banner, given the diversity of economic resources, climate, free trade, free mobility of manpower, capital and the transfer of know-how.The success of “the integrated structures model" of development, has been proven to achieve high rates of economic growth and economic well-being in one hand, and lower levels of poverty with a rate that has not been experienced in the modern economic history, on the other hand, these achievements enabled the Islamic Empire,in a short period of time, to become one of the great powers that dominated the world at that time.Thus, the study recommends the adoption of the "the integrated structures model", for the Islamic countries to restore and build qualified, integrated and diversified economic bloc, that will enable these countries to become an economic, political and military superpower, and reaches high levels of sustainable development for their nations.
