Abstract EN

The Special administrative sections were established as part of the policy of appeasement practiced by the governor general Jacques Soustelle and it was apratect copy of civil affairs in Morocco and Arabs offices in Algeria .it was supposed to complete an experience which lasted more hand 120 years (1832- 1951 The main mission of this organization was to control people in rural areas and gain their loyalty andallergiance It also had other administrative and political missions such as births and deaths registration; census and electoral registers ,making ID cardes and solving problems related to social security and family allowances, As Social mission , it alid best to spread French education and values among Algerian Muslims.

Despite all these plans, the national liberation Front was averted avvare of Jacques Soustelle’s activities andmaneuvers that’s why they founded many people’s councils in most villages.
